This deliverable provides a CLIMAAX-compliant, Phase-1 climate risk assessment for Hopa
Municipality, focusing on the two most consequential hazards for the district—river flooding and
heavy rainfall/flash-floods—and establishing the evidence base to steer Phase-2 high-resolution
analyses and Phase-3 adaptation planning.
